Broader commercial activation remains authority-gated. The bounded First Three terms are not represented as externally solicitor-reviewed; the Owner has accepted proceeding in controlled proving without paid external solicitor review, subject to reconsideration before materially broader rollout or material risk change. Technical publication does not itself grant external-action authority.
